Recently, proud representatives of proletariat Nepalis Communist Party of Nepal (Maoist) successfully concluded a special meeting of its Central Committee under the chairmanship of Comrade Prachanda. This press release summarizes the decisions taken in the meeting.

1) The meeting began in memory of and expression of sincere condolences to past central committee member and divisional commander of people's liberation army comrade Khim Bahadur Thapa (Sunil) as well as all the martyrs who lost their lives during People's War and People's Movement.

2) Chairman Comrade Prachanda submitted party's plan to the meeting on country's new political situation. A summary of proposals, which Central Committee adopted after serious discussion follows:

a. The committee felt the political and military decisions taken on historical Chunbang were implemented successfully.

b. Despite unprecedented people's mobilization, sacrifice, and bravery geared towards the end of monarchy and the establishment of republic; restoration of parliament doesn't represent people's desires but provides an opportunity for feudal royalists and reactionary foreigners to conspire, thus there is a need to remain alert against such dangers. These feudal elements have stepped backwards to save themselves from the total destructions by the people's historic initiatives. In this context, the committee feels the need to continue the people's movement through a united front of all political powers, civil society, ethnic and social associations, intellectuals and other organisations that are working towards people's republic.

c. Alerting the party to the danger of political parties acting against the spirits of people's movement, the committee urges government of Seven Party Alliance (SPA) to move in accordance to 12 point understanding. To ensure unconditional as well as free and fair elections to constituent assembly, the committee stresses the need to immediately take actions against Royal Army personnel, Police, and bureaucrats that supported the autocracy. The committee also makes it clear that if the SPA were to move against the 12 point understand, there will be another people's rebellion and our party shall remain ready to lead such a revolution.

d. In an election of constituent assembly people's basic and fundamental problems needs to be addressed and for that people's should continue to struggle. Such fundamental issues are: secular state, right of self determination, ethnic and regional self rule, federal system of governance based on Nepal's reality, especial rights of women and dalits, revolutionary land, independent national economic policy, scientific and people orientated education system, and guarantee of employment in the country and protest against the foreign interventions.

e. The meeting has adopted following roadmap in relations to the dialogue with the government:

I) Declaration of ceasefire
II) Adoption of Code of conduct
III) Formation of a team for the dialogue
IV) Release of all political prisoners
V) Initiation of dialogue
VI) Dissolution of old parliament, constitution and government
VII) Adoption of an interim constitution and formation of interim government through an all party conference that includes political parties, civil society and representatives of various organisations and sectors
VIII) Demarcation of electoral constituency that guarantees the representation of all class, ethnic, caste groups, regions, and gender.
IX) Election of Constituent Assembly under the supervision of reliable third party
X) Restructuring of People's Liberation Army and Royal Army as well as that of State as per the popular mandate expressed through the election

3. In relations to dialogue with the government and to take major and important decisions Central Committee decided to hold a summit dialogue, which will be led by Chairman comrade Prachanda. To prepare of the Summit, the committee formed a three member dialogue team, which includes Spokesperson of Central Committee Comrade Krishna Bahadur Mahara, Comrade Dev Gurung, and Comrade Dina Nath Sharma.

4. The committee also chose central committee to members to speak at peace people's gatherings. Those speakers are as follows:

In a changed political situation, the committee also took decisions to peacefully move forward with political and organisational activities.
