UN mission:
An UNMIN helicopter crashed in Ramechhap district. The
helicopter which was returning to Kathmandu from the Maoist cantonment
site at Sindhuli in the east of the country, was carrying seven UN personnel
and three crew members. UNMIN has confirmed the death of all passengers
and crew members. |

PLA satellite camps:
The government has completed 138 houses for thePeople's
Liberation Army (PLA) cantoned under the sixth division camp in Surkhet
district.

Probe:
A probe committee of the Seven-Party Alliance has investigated
incidents of clashes between the Maoists and other political parties.
The committee said Maoist cadres were guilty of those incidents that occurred
in Darchula, Baitadi and Sindhuli districts at the beginning of February
2008. |

Election campaign:
The government has asked educational institutions
to close schools for one week ahead of the constituent assembly polls so
that the teachers could be mobilised for public awareness campaign.

Indian border: The border with India would be sealed from 10 March
2008 and additional barriers would be set up in all checkpoints.

Election Volunteers:
Maoists in Dadeldhura ditrict are preparing the
volunteers for election. YCL leaders are given the trainees also an orientation
on war tactics.

Election Code of Conduct:
Maoist cadres have intensified the election
publicity style in rural areas with total disregard to election code of
conduct. The election code of conduct bars political parties to resort
to wall painting as a publicity tool.

Martyrs:
The government has declared 32 government personnel, who were
killed during the Tarai-Madhes agitation, martyrs.
»
Fuel shortage:
End to shortage of liquefied petroleum gas, which started
in the face of the Madhes agitation, is nowhere in sight though in the
Kathmandu valley. |

Tensions:
Tensions and confrontations rise as Election Day draws closer.
Armed Terai groups continue to threaten candidates, poll workers and announce
bandhs.

Appeal:
Carter Center urges an end to election-related violence in
Nepal.
The
Center is encouraged by the level of electoral preparations and campaigning
presently taking place, as this represents a marked increase from the two
previous election periods in June and November 2007.
However,
political parties and the government need to continue and increase activities
that reassure voters of their commitment to the April 10 election. Additionally,
the Center is deeply concerned by reports of continued Maoist and Young
Communist League (YCL) violence in the hill and mountain districts, as
well as announced plans to disrupt the election by armed groups in the
Terai. |

Security situation:
The overall security situation, particularly in
the Terai, improved markedly immediately after the signing of the UDMF
and FRNF agreements, UNMIN said in its first report on the conditions for
the 10 April Constituent Assembly election. However, the electoral campaign
is increasingly taking a violent turn, with daily reports of clashes between
party supporters, use of other forms of violence, intimidation and threats.
There is a marked gulf of distrust and hostility among political parties.
There have been two campaign-related deaths.

Violence:
Noting improvements in security, scheduling and inclusiveness
as Nepal heads toward historic elections next month, a United Nations monitoring
team warned that resurgent violence could shatter aspirations for a free
and fair poll, while the UN mission in the South Asian country expressed
deep concern over a candidate's killing. |

Talks team:
The Madhesh Mukti Tigers (MMT), the Tarai Cobra,
th Janatantrik Tarai Mukti Morcha (JTMM) and the Samyukta Janatantrik Tarai
Mukti Morcha (SJTMM) announced in a joint statement that they have formed
a four-member talks team including a coordinator. The four armed groups
responded to a government call for peace talks.

Security Council:
The members of the Security Council welcomed the
progress towards Constituent Assembly elections in Nepal.
Members
of the Security Council looked forward to elections being held in a free
and fair manner on 10 April and urged all Nepalese parties to uphold public
security and create an atmosphere that is conducive to a successful forthcoming
election.
The
members of the Security Council reiterated their full support for the United
Nations Mission in Nepal (UNMIN). |
